The Commission recommended the following States to constitute the Indian Union: Madras, Kerala, Karnataka, Hyderabad, Andhra, Bombay, Vidharbha, Madhya Pradesh, Rajasthan, Punjab, Uttar Pradesh, Bihar, West Bengal, Assam, Orissa and Jammu & Kashmir.
