The workers in the unorganised sector need protection on the following issues
(i) Wages They are low and not regular. There is no provision for overtime, paid leave, etc. Minimum wages rules should be implemented strictly.
(ii) Safety Construction workers can get injured while working and they need to work under safe conditions. There should be a check on the working conditions along with the provision of insurance.
(iii) Health Long working hours and unhygienic working environment affect the health of the workers adversely. Health insurance along with a fixed number of working hours should be made mandatory.

The objectives of implementing the NREGA 2005 are
(i) This scheme targets the poor people of rural areas who suffer from poverty.
(ii) To provide livelihood to the people below the poverty line, this scheme guarantees 100 days of wage employment in a year to every rural/household in the country.

The reasons are as follows
(i) In terms of GDP, this sector emerged as the largest producing sector in India in 2013-14 surpassing the Primary and Secondary sectors.
(ii) In terms of employment also, the rate of growth of employment in Tertiary sector has increased. It was 15% during 1972-73 and 27% in 2011-12 The IT sector is providing jobs to educated people.
