1.
One should reasonably expect the following outcomes of democracy:
(a) Accountable, responsive and legitimate government: Democracy provides people with the right to choose their rulers and have control over them. This way, it helps people to elect a government that is accountable to the citizens and responsive to their needs and expectations.
(b) Economic growth and development: A democracy is based on the principle of equality, it is bound to bring to bring about economic growth and development in the country.
(c) Reduction in inequality and poverty: In democracy, everyone is considered equal in the eyes of law and provided equal opportunities.
(d) Accommodation of social diversity: Democracy is the only form of government that attempts to accommodate social differences instead of ignoring or suppressing them.
(e) Dignity and freedom of the citizens: Democracy stands superior to any other form of government in promoting dignity and freedom of every individual.
2.
Merits of democracy:
(a) Democracy assures equality in every sphere of life like political, social and economic.
(b) It upholds basic individual liberties like freedom of speech, expression and thought.
Demerits of democracy:
(a) Democracy gives more importance to quantity rather than quality.
(b) It is not a stable or fixed form of government, there is always uncertainty regarding its functions.
(c) Sometimes, democracy is viewed as government rule by ignorance. Political analysts have condemned democracy as a perverted form of government.

Democracy leads to peaceful and harmonious life among citizens as it gives to its citizens a sound political system based on social equality. We can prove the statement by citing the following instances.
(a) Democracy provides a conducive political environment to citizens for their popular participation in politics.
(b) Every citizen has the right to vote an right to contest election.
(c) Democracy stands for equal economic status to all citizens.
(d) In democracy, government undertakes extensive social welfare schemes and achieve universal literacy rate.
(e) In the social sphere, democracy tries to help its citizens to lead a peaceful and harmonious life by accommodating various social divisions and providing social equality to its citizens.
(f) Democratic governments try to resolve differences, respect differences and try mechanisms which can negotiate differences.

Democratic governments ensure transparency in the following ways.
(a) They make sure that decision-making will be based on norms and procedures.
(b) They allow every citizen to participate in decision-making, directly or indirectly through representatives.
(c) Citizens can examine and find out about the correctness of the procedure of decision-making using their right to information.
(d) They are accountable to the people. If people are not satisfied with the way the government works, they have the right to change the government in the next general elections.
(e) They provide people with power to demand answers from their representatives and reduce the chances of corruption.

Democracy is a better form of government when compared with any other form of government because of the following reasons
(i) Democracy promotes equality among citizens. Every citizen of the country has equal rights before the law. All individuals have equal rights in electing their representatives.
(ii) Democracy enhances the dignity of the individual. By giving its citizens equal rights, it enhances dignity and freedom of the individual. Democracy gives equal treatment and respect to women, disadvantaged and discriminated castes in our society.
(iii) Democracy improves the quality of decision making. As there is open debate in major issues in democracy thus, quality of decisions is improved.
(iv) Democracy provides a method to resolve conflicts. Democracy reduces the possibility of social tension which leads to peaceful social life. It allows room to correct mistakes.
(v) Democracy is a legitimate government. Democracy gets the popular support of the people by regular, free and fair elections.

People prefer democracy because:
(i) People are their own masters. In a democracy, every individual has a right to vote and choose his representatives in the government. The government is of the people and the laws are made by the people in the government. Laws are made to protect the liberty and freedom of the people.
(ii) In a democracy, no particular religion, region, race or language is given special preference. All individuals are given equal rights and freedom, and there is no discrimination.
(iii) The government is not by force. The opposition parties are allowed to criticise the government.
(iv) Since every individual is given equal rights, there is less danger of conflicts in society. There are less conflict based on caste, religion or region and less social tensions in society. In politics, dignity of the individual is cared for.

(i) No society can fully and permanently resolve conflicts among different groups. However, we can certainly learn to respect these differences and we can also evolve mechanisms to negotiate the differences. Democracy is best suited to produce this outcome.
(ii) Non-democratic regimes often turn a blind eye to or suppress internal social differences. Ability to handle social differences, divisions and conflicts is thus a definite plus point of democratic Government.
(iii) Social diversities can be accommodated by deliberation, negotiation, and mutual understanding.
(iv) It can be accommodated by power sharing as in the case of Belgium.

Merits:

Demerits:
(i) Takes more time to follow procedures before arriving at a decision as compared to a nondemocratic government.
(ii) Most democracies fall short of elections that provide a fair chance to everyone and in putting every decision to public debate.
(iii) Democratic governments do not have a very good record when it comes to sharing information with citizens.
(iv) Democracies often frustrate the needs of the people and often ignore the demands of a majority of its population.
