The main focus of this plan was "growth with justice and equity" This plan failed to achieve the growth target of 7% and Indian economy grew only at the rate of 5.6%

The Government of India had implemented Second Green revolution to achieve higher agricultural growth. The target of Second Green Revolution was to increase 400 million tons of food grain production as against about 214 million tons in 2006-07. This is to be achieved by 2020. In agricultural sector, the growth rate of 5% to 6% has to be maintained over next 15 years. There may be changes in these statistics.

Jute Industry is an important industry for a country like India, Because not only it earn foreign exchange but also provides substantial employment opportunities in agriculture and Industrial sectors.

(i) The main reason behind the plan holiday was the indo-pakistan war & failure of third plan.
(ii) During this plan, annual plans were made and equal priority was given to agriculture and its allied sector and the industry sector.

(i) It sought to give a dominant role to public sector.
(ii) It assured a fair treatment to the private sector.
(iii) The government would support and encourage cottage and small scale industry by restricting volume of production in the large scale sector by differential taxation or by direct subsidies.
(iv) It emphasized the necessity of reducing the regional disparities in levels of development.
(v) The government recognized the need for foreign capital for progressive Indianisation of foreign concerns.
