The Polish United Workers; Government headed by General Jaruzelski stood for dictatorial form of the government. Under General JAruzelski thousands of Solidarity members were put in prison. Freedom to organise, protest and express opinions was taken away.

It means that the council cannot take a decision if any permanent member says 'no' to that decision. Some other international organisations like IMF (International Monetary Fund) and World Bank also are not working on democratic principles.

It is better to elect a new President after every few years. In that case, the President will feel responsible to the people and will work for their welfare.
