(i) The colonial state wanted to transform all grazing lands into cultivable farms because land revenue was one of the main sources of its finance. By expanding cultivation it could increase it revenue collection.
(ii) It could persuade peasants to produce more jute, wheat, cotton, and other agricultural goods required in England.
(iii) To colonial officials all uncultivated land appeared to be unproductive as it produced neither revenue nor agricultural produce. It was seen as a 'wasteland' that needed to be brought under cultivation.
(iv) In most areas, the lands taken over were actually grazing tracts used regularly by pastoralists. So the expansion of cultivation inevitably led to the decline of pastures and a problem for pastoralists.

Pastoralists combine pastoral activities with agriculture because of vagaries of nature. Most live in difficult terrain. So in order to survive, they combine the activities.
(i) The Dhangars of Maharashtra live in the semi-arid region by the central plateau with low rainfall and poor soil. It was covered with thorny bushes. Nothing but dry crops like bajra can be shown
(ii) Kurumas and Kurubas of Andhra Pradesh and Karnataka live near the woods.They cultivate small patches of land. With the onset of monsoon their herds have to be shifted to the dry plateau from the coastal tracts because the cattle cannot tolerate rain.
(iii) The Raikas of deserts of Rajasthan combines agriculture because rainfall is meager and uncertain. On cultivated land harvests fluctuate every year.

Nomadic pastoralism is a form of subsistence agriculture based on herding of domesticated animals. Under this people do not live in one
place to another along with their animals in search of fresh grazing areas.

During war, famines and other bad times the poor Maasai pastoralists searched for work in the towns as charcoal burners, at road and building construction sites to make a living.

Most of them are found in semi-arid grasslands and arid deserts where agriculture is difficult.

By the Grazing Act, the British levied tax on the pastoralists, on every animal they took to pastures to graze. It was hated by the impoverished pastoral community for it was contrary to their customary rights.

Raikas are a nomadic community found in the deserts of Rajasthan.
