Border Security Force BSF

The Border Security Force ( BSF ) is a Border Guarding Force of India. Established on December 1, 1965, it is a paramilitary force charged with guarding India's land border during peace time and preventing transnational crime. It is a Union Government Agency under the administrative control of Ministry of Home Affairs. It is one of many law enforcement agency of India. It currently stands as the world's largest border guarding force.

Border Security Force Recruitment for the post of Medical Officers ( Assistant Commandant ) Details – 2014

Applications are invited from Indian Citizens  ( Male & Female ) for appointment to Group ‘A’ post of Medical Officers ( Assistant Commandant )  in Central Armed Police Forces  ( BSF, CRPF, ITBP, SSB, CISF ) , NSG & Assam Rifles, Ministry of Home Affairs, Government of India.

Eligibility criteria:

A recognized medical qualification of allopathic system of medicines included in the first or second schedule or Part—II of the third schedule ( other than licentiate qualification )  to the Indian Medical Council Act, 1956.

Holders of educational qualifications included in Part—II of the third schedule should also fulfill the conditions stipulated in Sub Section  ( 3 )  of Section  ( 13 )  of the Indian Medical Council Act, 1956.

The applicant must have permanent registration from any State Medical Council / MCI before appointment in any of the CAPFs.

Note:

Candidates who may be undergoing the rotating internship shall be eligible to apply and appear for the interview provided that if selected, they shall have satisfactory completed the compulsory internship before appointment.

Age Limit

 

 ( i )  The age limit for recruitment of Medical Officer  ( Assistant Commandant )  will not be exceeding 30 years as on 14th  ]uly 2014.

Relaxation in upper age limit shall be 

( a )  Upto a maximum of five years for Scheduled Caste or Scheduled Tribe candidates, 

( b )  Upto a maximum of three years for Other Backward Class candidates, 

( C )  Upto a maximum of five years in the case of Government servants, 

( d )  Upto a maximum of five years for Short Service or Regular Commissioned Officers of Army Medical Corps who are released after completing the initial period of assignment of five years.

The relaxation Upto five years shall also be admissible to the SSCOS whose assignment has been extended beyond five years and in whose case the Ministry of Defense issues a certificate that they will be released on three months’ notice on selection from the date of receipt of offer of appointment. 

( e )  The relaxation in age limit shall be admissible Upto a maximum of ten years if such Govt. Servants and SSCOs belong to the Scheduled Caste or the Scheduled Tribe and Upto a maximum of eight years if such Officers belong to the Other Backward Classes  ( OBCS ) .

Selection Procedure:

Eligible candidates will be called for interview by a Board of officers at designated centers to assess their suitability for appointment in CAPFS.

 A total of 200 marks are allotted to the selection process to test the general knowledge and ability of the candidate's in the field of their academic study and also in the nature of personality test to assess the candidate's intellectual curiosity, balance of judgment and alertness of mind ability of social cohesion integrity of character, initiative and capability for leadership.

The minimum standard for the purpose of selection at the interview shall be 40% of the total marks prescribed for interview ( i.e. 40% of 200 = 80 Marks ) .

Emoluments

 ( i )  Medical officers  appointed in any of the CAPFS will granted the rank of Assistant Commandant in the scale of pay of Rs 15,600 — 39,100 / - plus Grade pay Rs.5,400 / - plus Non Practicing Allowance at the rate of 25% of Basic Pay  ( Pay + Grade pay ) , Dearness allowances and any other allowances as admissible under Rules would be admissible as per the Central Government orders / provision in existence and as amended from time to time. ( Total emoluments at minimum of the Pay Scale at the time of joining will be approximately Rs. 60000 pm excluding I-IRA ) .

Promotional Avenues

A dynamic assured career progression scheme ( Popularly referred as DACP )  of granting time scale promotion to medical / dental officers in CAPFS without linkage to vacancy is in place as under:

Merit List

The Medical Officers Selection Board will prepare a merit list on the basis of aggregate marks awarded to each candidate. The board will compile merit list separately for SC / ST and OBC candidates as per the instruction in this regard.

Conditions of Service

( a )Posts of Medical Officers, and Dental Surgeons and Specialist Medical Officers are combative in CAPFs and are governed by the Act and Rules of the respective organizations as amended from time to time.

( b )Being a medical / dental / specialist officer in CAPFs the candidate on appointment is liable to serve in any part of the country or abroad as per service requirements. They may have to work independently in the units where they are posted.

 ( C )Candidates shall be required to serve the Force for a minimum period of 10 years. If any officers after joining the service wants to resign from the service before the expiry of 10 years, he / she is required to refund a sum equal to three months pay and allowances or the cost of training imparted to him / her in the Force, whichever is higher.

Probation Period

 ( i )  Every candidate appointed to the cadre in the grade of Specialist Medical Officer / Medical Officer / Dental Surgeon shall be on probation for a period of two years.

 ( ii )  The Central Government, if it thinks fit for reasons to be recorded in writing, can extend the period of probation specified in sub Para  ( i )  by one year.

 ( iii )  At any time during or at the end of the period of probation or during the extended period of probation, the Central Government may discharge a candidate appointed on probation, without assigning any reasons whatsoever.

 ( e )  Selected candidates after appointment will undergo training as prescribed by respective CAPF .

SC / ST / Female candidates and Ex-Serviceman are exempted from paying fees.

Covers containing applications must be super scribed in bold letters as "APPLICATION FOR THE POST OF MEDICAL OFFICERS  ( ASSISTANT COMMANDANT )  " in CAPFs—2014. The application must be accompanied by Two self  addressed unstamped envelopes of 27.5 cms x 11.5 cms size.

 ( b )  Candidates already employed in Government Organizations should apply through their Employers.

 ( d )  Applications, which are not on prescribed format or not accompanied by the required enclosures or incomplete or defective shall be summarily rejected. No representation or correspondence regarding such rejection shall be entertained under any circumstances.

 ( f )  Candidates should ensure that they fulfill all the eligibility conditions. If on verification at any stage, it is found that they do not fulfill any of the eligibility condition, the selection committee shall reject their candidature.

 ( g )  Candidate found eligible will be called for interview followed by a detailed Medical Examination by a medical board constituted by the selection committee.

 ( h )  Candidate should be physically / medically fit for the duties of  Medical Officers  ( Assistant  Commandant )in any area where concerned department committed to its duties with extreme climate conditions.

 ( i )  After the interview, candidates will be produced before a duly constituted Medical Board and will only be considered for appointment if the candidate is found and declared medically fit by the medical board as per the instructions.

 ( j )  On behalf of Govt of India, selection committee reserves its right to reject or accept the candidature of any applicant at any stage.

 ( k )  The selection committee will not enter into any correspondence with the candidate except in the case of change of address sought by a candidate. Selected candidates will have to undergo basic training and such other courses as prescribed in the Force from time to time.

• Application is completely filled and duly signed.

• Recent passport size photograph pasted on the application form at the space provided and duly attested by a Gazetted Officer. A spare passport size photograph should also be attached with the application form.

• Copy of Matriculation / School Leaving Certificate in support of age / Date of Birth is attached.

• Copy of certificates in support of MBBS / BDS or equivalent qualification and other specialized qualifications, issued by the recognized University are attached.

• Copy in support of completion / undergoing Internship is attached.

• Candidates undergoing internship must bring a certificate issued by the administrative authority of their college / institution regarding their degree course being recognized by the MCI, clearly stating in the certificate the reference letter no. of the MCI.

• Copy of Registration from Medical Council of State / UT is attached.

• Copy of NOC issued by the employer, in case the candidate is a Govt. employee, is attached.

• Copy of Caste Certificate  (SC / ST / OBC ) in prescribed proforma to be attached.

• Copy of NCC Grade Certificate  ( if applicable )  is attached.

• Two self addressed unstamped envelop of 11.5x27.5 cm. size are attached.
